September 1st Regular Meeting

  • Council received a letter from the Sayward Futures Society concerning dogs running loose on the wharf,
  • The Mayor reported on the activities of Council in recruiting a new CAO; interviews to be held on September 11 and 12; candidates travel costs to be subsidized by 50%; $10,000 to be transferred from reserves to cover costs of candidates travel,
  • Fire Protective Services Bylaw No. 383 was again returned to staff to investigate wording to be consistent with the Fire Act under ‘Authorization to Enter’ for inspection of premises for fire hazards,
  • Councillor Croteau requested that Bylaw No. 340, the Animal Control Bylaw be discussed at the meeting; Council asked that Councillor Croteau meet with the CAO to discuss her areas of interest for change to the bylaw,
  • Council adopted the Property Maintenance Bylaw No. 384,
  • The first three readings of the Smoking Regulation Bylaw No. 385 were passed.

COUNCIL MINUTES August 18, 2010

August 18th Regular Meeting

  • Eight letters were received for information; most notably: from the Village’s property insurer commenting positively on the Village’s loss prevention efforts; from UBCM Gas Tax Services noting the first of two fund transfers of $31,873; from the offices of the Prime Minister and Department of Finance commenting on the Village’s support for the Legion’s poppy funding; from the Comox Valley RD approving a $25,000 grant for solid waste reduction projects; letter from Bryanne Stacey requesting an additional storage shed at the Share Shed; from UBCM Local Government Services noting final payment for a Tourism Grant totaling $15,277; letter from Barbara Crack noting her disagreement of the removal of the bridge at Kellys,
  • Council discussed topics for discussion at the UBCM conference by the Village’s representatives Councillors Norm Kirschner and Al Braybrook,
  • Council referred the Fire Protective Services Bylaw No. 383 back to staff for several changes,
  • The first three readings of the Property Maintenance Bylaw No. 384 were passed.

COUNCIL MINUTES  August 4, 2010 

August 4th Regular Meeting

  • Corporal Rod Pick reviewed the detachment’s quarterly report, made a presentation on the Tour de Rock fishing derby and requested permission to use H’Kusam Park for the derby,
  • Council received a letter from Thomas Reid from the Nature Trust; the letter outlined the need for deactivation of the bridge at Kellys’ Trail,
  • Council received the CAO’s July monthly report,
  • A letter from Don Cadden, Ministry of Environment (Parks and Protected Areas) was received; Mr. Cadden declined the Village’s request to drill an exploratory well for drinking water purposes; the well was planned for the former Sacht house site near the Junction of Sayward Road and the haul road; Council asked staff to pursue a reconsideration of the Ministry’s position,
  • The third and final readings of Bylaw 382, Greenhouse Gas Emissions OCP Amendments were passed,
  • Council approved transfers from several reserves to cover 2010 expenses from prepayments in 2009.

COUNCIL MINUTES July 21, 2010

July 21st Regular Meeting

  • Council approved the use of H’Kusam Park for the Oscar Daze Ball Tournament for the Sayward Volunteer Fire Department,
  • Council received the CAO’s June monthly report for information,
  • Council approved Councillor Kirschner’s attendance at the Water Conservation Workshop in Nanaimo on September the 9th,
  • Mr. Barry Mclean presented his report on financing the improvements to the water system.

  • Council held the Public Hearing on Bylaw No. 382 OCP Greenhouse Gas Amendments.

July 7th Regular Meeting

  • Council passed a resolution to place an ad in the Royal Canadian Legion’s Military Service Recognition book,
  • Council passed a resolution to authorize the use of H’Kusam Park for the Sayward Tour de Rock Fishing Derby in August,
  • Council referred to the 2011 budget discussions a request from School District 72 to find a new formula for the water rates for the Sayward School in order to reduce the water costs to the School District,
  • Council received for information Councillor Coates report for the Vancouver Island Regional Library Board meeting of June 19th.

June 16th 2009 Annual Report Meeting

  • Council held the Annual Report meeting; this meeting is a legislated requirement and offers the public an opportunity to comment on the activities of the Village for calendar year 2009.

June 16th Regular Meeting

  • Council approved a recommendation to ask the Comox Valley Regional District to limit discussion at the Master Plan Committee meetings for an early closure of the Pigeon Lake landfill,
  • Council approved Sayward Futures use of H’Kusam Park for Canada Day celebrations,
  • From the COW meeting of June the 6th:
  • o Medical Clinic: advertise in the Sayward News for a qualified person to develop conceptual designs and cost estimates for a medical clinic downstairs in the Kelsey Centre; offer a stipend of $300,
  • o Committee appointments to MIFLAG, Sayward Harbour Authority, VIRL and Sayward Futures,
  • o Task Forces created: Tourism - Chair Councillor Braybrook; Waterfront - Chair Councillor Croteau; Green Initiatives - Chair Councillor Kirschner; Task Forces Terms of References were approved,
  • o Task Force Members - each Task Force will have two members of the public; ads for Task Force membership to be placed in the Sayward News,
  • Proposal by Councillor Kirschner to increase the non-smoking distance from any doorways from the current Provincial regulation of 3 metres to 10 metres (for main doorways only) was defeated and approved at 6 metres; staff were asked to create a bylaw respecting the 6 meter distance,
  • Council gave the first two readings and set a Public Hearing date of Wednesday July 21st for Bylaw No. 382; Bylaw 382 changes the Official Community Plan with respect to targets and strategies to reduce greenhouse gas emissions within the Village boundaries.

SPECIAL COMMITTEE OF THE WHOLE MEETING June 6, 2010

June 6th Special Committee of the Whole Meeting

  • Council held a COW meeting to discuss who would be representatives for council committees, create task forces and discuss new initiatives,
  • Some of the highlights are as follows: Mayor MacDonald and Councillor Coates provided a progress update and initial findings from the Economic Healthy survey; results of Mayor MacDonald’s discussions with the CR School Board on having international students in Sayward; discussion on building a medical clinic received support for investigating the lower level area of the Kelsey Centre as a potential site (see ad for a qualified person to develop conceptual plans and cost estimates); creation of three task forces - Waterfront, Green Initiatives and Tourism,

June 2nd Regular Meeting

  • Lynn Nash representing the BC Seniors’ Games gave a presentation on the Games to be held in Courtenay, Comox, Cumberland and Campbell River this September 15 - 18; see their website at www.2010bcseniorsgames.ca,
  • Sarah Fraser and Khris Singh from the Ministry of Rural and Community Development, Vancouver Island/Coast Region made a presentation on the services the Ministry provides to local communities,
  • The CAO presented his monthly report; some highlights are - seeking permission to test drill a drinking water well on Leonard and Linda Sacht’s former house site; the sanitary sewer system rehabilitation work continues with repairs to substandard piping starting the week of June 14th; Kelsey Centre staff finishing their training to teach swim lessons.
